1    Introductions, apologies and substitutions

1.1 The Chair welcomed Members and members of the public.

2    Ministerial Scrutiny Session - The Welsh Government's Relationship with the Third and Private Sectors

2.1 The Committee scrutinised the First Minister on the following areas in relation to the third sector/non-governmental organisations:

 

·         The role of the third sector in delivering public services;

·         Funding and competition;

·         Governance; and

·         Value for money.

 

 

2.2 The Committee then moved to scrutinising the First Minister on the following areas in relation to the private sector:

 

·         The implementation of the Welsh Ministers’ Business Scheme;

·         The Welsh Government’s use of private sector-led advisory boards;

·         The potential role of the private sector in the future delivery of public services; and

·         The impact of Welsh Government policy and legislation on business.

 

2.3 The Chair also put a number of questions to the First Minister received from organisations and members of the public via social media.

 

2.4 The First Minister agreed to write to the Committee to provide further information on:

 

·         Which of the recommendations made in the Wales Audit Office report on The Welsh Government’s relationship with the All Wales Ethnic Minority Association have been accepted and implemented;

·         The difference the equality grant scheme has made to the third sector and the organisations that have received funding and to the Welsh Government’s approach to monitoring the scheme; and

·         How the Welsh Government measures the effectiveness of the Wales Social Partners Unit.

 

2.5 The Committee agreed to ask for further information on the timetable for task and finish groups.
